PROJECT OVERVIEW

In 2020, One Source Freight Solutions was engaged to support a multi-site solar development program across the Northeastern U.S. The program required long-term storage and coordinated distribution of over 8,000 pallets of solar modules across multiple warehouse locations. Because these materials were procured under Safe Harbor provisions, the project demanded strict compliance documentation, inventory visibility, and chain-of-custody controls to ensure audit readiness and regulatory certainty.

KEY FIGURES

  • 8,029 pallets managed

  • Materials held in 4 states across 8 warehouses

  • 5+ years of compliant storage

  • Multiple module brands and wattages

CUSTOMER CHALLENGES

The program presented several key challenges:

  • Multi-Source Pickup Requirements:

Materials needed to be picked up from various suppliers across the region and consolidated for project readiness.

  • Dynamic Storage Market:

Competitive, long-term storage space had to be sourced in high-demand Northeastern markets.

  • Safe Harbor Compliance:

Required stringent documentation, serial number tracking, and continuous audit-ready reporting.

OUR SOLUTION

One Source Freight Solutions designed a scalable Safe Harbor storage program to accommodate multiple sites, products, and schedules.

Key features of our program:

  • Real-time inventory tracking:

    • Continuous chain of custody and proof of storage records

    • Timestamped intake reports per truckload

    • Online database with all documents accessible in real time

  • Dedicated Safe Harbor zones:

    • Clear segregation of modules by SKU and project association

    • Serial tracking linked directly to each project

  • Strategic storage network:

    • Warehouses secured in eight cities across four states

    • Storage sites positioned to reduce delivery timelines to project sites

DOCUMENTATION AND COMPLIANCE

To ensure compliance and visibility, OSFS delivered a complete documentation package including:

  • Detailed inventory receiving reports per truckload

  • Chain-of-custody records and timestamped intake logs

  • Safe Harbor-specific documentation with project association

  • Access to an online document repository for real-time visibility

RESULTS

Through this multi-year, multi-site program, the developer:

  • Maintained Safe Harbor Compliance

Received full documentation, ensuring IRS-compliant material storage.

  • Increase Operational Efficiency

Consolidated materials from multiple sources while aligning delivery schedules.

  • Gained Increased Visibility and Control

Customer had continuous access to project-specific inventory data.

  • Scaled Operations

Logistics supported multiple projects simultaneously across a wide geographic region.

2026 UPDATE

OSFS is now applying these same Safe Harbor logistics and documentation practices to new projects under the OBBBA and IRS Notice 2025-42. supporting developers and EPCs nationwide with verified, audit-ready storage. We continue to deliver compliant, timestamped storage and reporting across the U.S.
